Lockpicks should be in your inventory at the start of the mission. You're going to loose them while playing and there aren't any replacements. Keys are located in various places.

I am playing on hard (always start on that) and i have been in [SPOILER]prison and found that key and the red one [/SPOILER]and then i have been all over the place and can´t find a thing. i have just the loot part finished of the objectives??????:erm:

You probably overlooked a note about a small animal that swallowed a certain key.
