Yeah, it is. Couldn't even do soft shadows with a 7600. Yet to try it on the Big Black Monster.

I was expecting heavier system requirements for FEAR 2. I meet everything but the video card (I got a 7900 GTX).
As for FEAR, I can max it out just fine and always stay well above 40 FPS, that is with soft shadows and 4xFSAA (there is a trick to make both show up simultaneously in-game). The 7600 GT was a budget card released sometime in 2006, I'm not surprised it can't do soft shadowing smoothly with other settings ramped up like resolution and AA.

Do you know of a good way to get shadows in Condemned working properly? It was an issue in FEAR until they patched it, but Condemned has enjoyed zero PC support.

No, dethtoll's probably talking about the shadows being wonky. Condemned had this issue where you'd get shadows flickering in and out, and in some parts environmental shadows would just be wrong.

The worst part is, turning off soft shadows and AA like one forum suggested does not fix the problem... though maybe it's different now that I've got the Big Black Cock (aka my 8800GT.)

I never noticed shadows being weird on my x1950, but it's incredibly obvious on my 8800GT. On the first level there are a few areas where the sunlight is coming through blinds and projecting light/shadow on the floor, and if you walk around the streams of light that are projected on the floor the shadows move and flicker.
