Dude, no. Wake up. The Icarus project is long-dead, shut down decades ago. The assassins are all that's left of it. For all intents and purpouses it's a very minor plot detail to explain the existence of a single enemy.
Project Harbinger is the successor to the Origin and Perseus projects. The idea was to create more stable psychic commanders without the need to have been born from Alma. The freakish abominations seen in Armacham labs throughout FEAR 2 are failed Harbinger candidates. In the aftermath of Alma's release, Aristide has repurpoused Harbinger in an attempt to find someone capable of destroying Alma.

The fact that the project is shut down doesn't mean that they're not using what they've learned from it. How else do you explain how Beckets reflexes suddenly appear out of nowhere after being on a surgical table?

And I'm trying to help you but you're not listening. Icarus had absolutely nothing to do with Beckett's (or the Pointman's) superhuman reflexes. That is a product of the genetic engineering done as part of Origin and later Harbinger.
Stop obsessing on Icarus, it's a completely throwaway plot detail.

One of the Intel pieces late into the game indicates flat out tells you that Icarus pre-dates and was superseded by Perseus, the latter of which spawned the vanilla Replicas. Actually Betters says the same thing in Perseus Mandate.

Finished the game.
3 things:
1) Still Island reminded me of Stalker.
2) wtf ending
3) All in all, this game fucking rules. I had a LOT of fun with it and in spite of dozens of little niggles it's really fantastic. Definitely worth the $50.

OK, bear with me, here's my impression about the Point Man's possible connection to Icarus etc.
Icarus consists of two independent treatments:
-the replacement of the skeleton, meant to lessen the weight of the body and strenghten its structure
-the heightened reflex therapy, achieved mostly pharmacologically(?)
So, I think both the Point Man and Becket received the latter without the former.
With the assassins, the complete Icarus treatment changes their whole mode of movement (which is logical given the changes to the entire physiology). PM and Becket on the other hand, move generally normally, use firearms (the assassins fight only hand-to-hand, probably because a weapon would hinder their movement) etc., while they have the same heightened movement speed and reflexes of the assassins.
The Point Man was quickly rejected from Perseus because of unsatisfactory results, so Armacham found another use for him. This is probably when he received the reflex therapy. Fettel on the other hand was successful right from the start and thus chosen for Perseus, so they wouldn't do further unrelated experiments on him to minimise the risk of failure.
And once Aristide saw how effective the Point Man proved, she decided to perform the surgery on Becket.

1) I thought I told you to stop focusing on Icarus. FEAR 2 flat out fucking tells you it's been discontinued.
2) Assassins fight hand-to-hand because guns are not covered by the stealth suit. Also they do not have nearly the lightning-quick reflexes PM/Beckett do.
3) The Pointman gets his reflexes genetically. These weren't the results the folks working on Perseus were looking for, however- hence the 2nd prototype (Fettel) a year later.
4) Beckett recieved the quick-and-dirty gene therapy precisely because he was part of Project Harbinger.
Seriously, play FEAR 1 because it's obvious you haven't.
