My first thougth when I saw those female guards was that this is an attemt by LGS or Eidos or whoever to make the game more politically correct. Kind like the end of SW: Ep 1, when there are these Naboo fighter pilots commenting on the droid control ship being destroyed by Anakin. The first one is a white male, the second a white female, the last a black male. I was practically waiting for the black female pilot to appear in the next image when I first saw that.
While it is well and nice that female guards show that the Thief world is not like our own, I think it is a bit unlikely that there would be as many of them as there was. From what I understand, women are less likely by nature to solve things by violence than men are, making it unlikely that they would turn to weapons mastery, wheter they lived in a male dominated society or not. I mean, skill counts for just as much as strenght in armed combat, often more, depending on weapon and usage, meaning it shouldnt have been beyond a woman to be every bit as lethal as any man with a sword. I just don't think that is a path most women is very likely to take, regardless of society.

I think maybe that's why many of them were archers?
It has been a while since I played any of the OMs, so I'm just going by what FM authors have put in. The majority of sword guards are male, some female mace mechanists/bluecoats, and many female mechanists archers.
it fits how I think things would end up being, especially with what DarthMRN said: skill counts for much more with a bow

I think the female guards were a great idea. Even listened them argue with their male counterparts? I don't know if someone has extra trouble with them (can't kill them, no blackjacking for the ladies) but while I was doing my FM mission I had to make my own custom woman Hammerites (before DEDX, ofcourse) and a noblewoman who shot magic bolts as a sorceress. I understand why the model for the custom-sorceress had to be improvised but the lack of woman Hammerite... We saw woman Mechanists. (BTW: were all masked guards in the Sabotage females. In Dromed there is only one model and I can't really remember the level. That goes for Servants, too).
As far as I can see the female guards were used to give the game some change for all that grunting.

The majority of Russian war planes were piloted by women. They had their own (good) reasons for this. They are a very practical lot when it came to the design of the plane etc.
All of that anecdotal evidence that people have been bringing up to say "women would be less likely to solve problems violently" is a load of crap.
You're a woman and you've been trained to fight and are kitted out with weaponry and armour, and are placed at the gate of a well paying noble. An intruder comes. What are you going to do, lure him with your feminine charms, Charlie's Angels style? (the old one) Sit him down and have a heart to heart discussion and try to make him feel guilty?

When I first encountered the mechanists, and saw females in their ranks, to me it was just a mild curiosity. However, upon being shot at by Ms. Crossbow he decided to obtain some innovative extra booty. Garrett exited the Eavesdropping mission with her unconscious and slung over his shoulder.
Thats what she gets for trying to hurt poor Garrett

Well it was quoted somehwere that the only two women that could scare a man would be his mother and his girlfriend. Perhaps the trick is to make the female guards like a really, really annoyed mother?
Still, I also agree that the statement there is utter rubbish. Remember a lot of the Cradle's patients are female? Also, in the first T3 mission (robbing the bloodline opal) half the women there are very scary for the fact they start shouting at you then go to get the guards when you've only just got to a good hiding space
