If you wait at the safe and don't try for a combination the safe will unlock. It is on a TIME LOCK, so if you just wait long enough it unlocks.According to the devs of the mission the above is the only "easter egg" in that mission.

No, this easter egg is outside the wall. Can't get FCB&T to load so this is from memory. Climb up on the grey archway near the start of the level. Probly need some crates to climb on top of the outer wall. Shuffle along the top of the wall and nearby, there's a 'kink' in the fences on top - 'wiggle' through and jump down, preferably with slow fall potion. Walk towards the edge of the game and you'll find a few supplies. I never discovered a way to get back inside the wall - maybe someone else will?

That's fairly well known too. There's no way back over the wall once you're there.

That is not the only mission where you can "Walk out of Garrett's World". Happens now and then in some missions if you force the issue at the edges or top of the maps.

I have to guess that the supplies are there because that area is supposed to serve as the... supply room that missions have. (My DromED vocabulary is rusty)
I do believe that, when making a mission, you have to have a room somewhere outside the map to house your starting items and items you find in chests and the like. It could be that the items were just placed outside of the wall instead of in a different room. If you opened the mission in DromEd, could you see if the items are linked to anything?

Yeah, this is normally called a blue room, which doesn't necessary have to be an actual room, but it is where all of Garrett's starting gear is stored. Also, you might find other items here, such as stuff locked away in a chest or safe waiting to be opened.
I did open up the Bank level in dromed, and the stuff you guys mentioned is not linked to anything, but it is right next to a whole big pile of stuff that is. So, more than likely, it was just extra gear that the author forgot to or didn't bother deleting.
Edit: jtr's link above explains it perfectly, it was just Randy fine-tuning the player inventory while developing the level.

This is my preferred entrance to the bank, you can either get into the great hall and come down on a rope arrow or drop onto a balcony near the vault and get in that way.
