I'm going for a snowy environment, so I want an appearance that mutes the distance into a gauzy uncertainy, sort of blending snow with fog.
I noticed GORT used particle FX to do the ground fog effect in Unknown Treasure (in the canals).

That's reminds me of "Sorrowful Farewell", but I think the fog there is more distant.

Sounds like you want a neutral (greyish white) fog, so try something like 32, 32, 32 for the color (I know it sounds dark, but you'll be surprised) and adjust from there. For distance it really depends on the size and scale of the mission, but I would start around 90 or 100 and adjust from there. You'll want to enable fog on the sky, and don't bother using stars, clouds or distant art since they wouldn't be visible through the fog.
