I love FEAR to death and back due its excellence in single player ai, but there are only so many times you can replay a single game. Are there any other shooters out on the market that have met or even surpassed the high standard that FEAR set?

Even though it's been 14 years, I'd say the Half-Life army guys are very strong contenders. :)

Vietcong has frikkin terrifying AI.
Stalker's pretty good, although usually made better with mods. But they're just tweaking the existing system.
It one of those where it's a bit quirky and bump-into-walls-a-lot probably as a side effect of accomodating the vast space and behaviours available. But it will scare the crap out of you with how lifelike it can be, just often enough.

Halo deserves to be mentioned. Enemies are ruthless and vicious, making for a pretty interesting and believable challenge. But they're not better than FEAR's AIs.

Crysis 1 has some good AI routines for the basic human opponents. (Not so much the other stuff.)

This, i must agree with. As much flak as Halo gets, it provided one of the most challenging and tense battles for me I've had in an FPS.
