Done Halo. Ai was pretty good for its time, but play enough and you start to see the seams and patterns. That, and its entirely deterministic. Do the same actions, get the exact same Ai response. Makes the gameplay a really violent puzzle game when it comes down to it.
Both Crysis and Stalker have things to recommend in their ai, particularly Stalker. Both sadly suffer from open world related stupidity specifically avoided by FEAR level design.
And I must firmly disagree with the original Half Life. It may have been revolutionary back in the day when Quake had been the previous gold standard, but it was quite clear to me how basic half life ai was, particularly with the soldiers. Far too often it felt more like fighting schizophrenic insects than people.

I'm going to vote for FEAR. It's the only game I've seen where the AI successfully uses squad tactics against me.
Not purely an FPS, but I'd also recommend Human Revolution. The AI in that game works as a team to either beat you in a firefight or hunt you down when you hide.

Unreal? It's not exactly clever AI, but it fakes it really well. Enemies dive out of the way of incoming fire, switch tactics depending on the weapon you're using, sometimes they even play dead.
Seconded Human Revolution; you can play it as a shooter some of the time and the AI is pretty smart.
Far Cry 2 is worth a look, for some real tense firefights, with guys hiding in the long grass, running around to flank you etc.

I don't think anything could beat the first FEAR. The AI wasn't especially bright, but they were designed to take advantage of the environments better than anything I've seen in a game.

It did set a new standard for what's expected of a good AI and it's still better than what most games have even today. With only 7 other games mentioned here i think it has a place in the top 10. :)

it isn't revolutionary....but the Half Life AI is very difficult to fight back against because they are programmed to clear dead space very effectively. Their tactics of spreading out to surround when you take cover, coupled with copious use of grenades, makes them tough opponents.

in which case, you will hardly even see the enemy....they'll either plant bombs for you to find later, or take potshots at you before fleeing.
