FarCry. On Realistic. Only game that can hold a candle to FEAR (at least the levels with human enemies).

Forgot about that one. It's not uncommon to see the AI push to the side and work in squads sweepign the jungle for you. Also unique is that they are NOT omniscient.....if you move and they didn't know you, they'll often keep trying to suppress the area where they saw you last.

Unreal? It's not exactly clever AI, but it fakes it really well. Enemies dive out of the way of incoming fire, switch tactics depending on the weapon you're using, sometimes they even play dead.
I love Unreal but for other qualities than AI and I will have to disagree, I always thought its AI was overrated. Especially I dislike the firing 'trigger' - the moment you fire your weapon, the enemy dives out, that was annoying in this game, especially when fighting Skaarj. It was like - I have to deliberately shoot left or right of the Skaarj cos firing straight at them was pointless most of the time, but then if you shoot left or right, the diving out trigger may not work, so you firing like fool left and right, while Skaarj is jumping like a flea on a hot frying pan. Constant annoyance, it was.

in which case, you will hardly even see the enemy....they'll either plant bombs for you to find later, or take potshots at you before fleeing.
That's only because my country only ever chooses to wage war against countries so outnumbered and out-tech'd, that open combat isn't an option. Still, that sounds like some pretty difficult AI.

I'll second Viet Cong. Maybe some of it was mission design too, but whatever they did, they were very challenging missions dealing with the AI.

I think we need to be more specific than 'good'. Are you looking for challenging? Or fun? Immersive? In my opinion, FEAR gets the fun-factor just right. The AIs aren't necessarily very intelligent, but they do a really good job of providing you with difficult targets to hit, they move from cover to cover and make you do the same, and who doesn't like watching soldiers dive through windows and vault over railings?

Maybe it's just me, but even at difficulties below Realistic I thought there was way too much sniping from across the map. I really, really like the game, and have had some of my favourite gaming moments in it, but I wouldn't say the soldiers are particularly bright. The level design just means you can have a lot more fun with them.
Another vote for Halo, here. Crysis didn't impress me much, but maybe I was just using too much cloak... it makes them really dumb-looking. The
enemy nanosuit fights are fantastic though, presumably because the AI gets to live a bit longer and show off its abilities.

You describe sniping across the map like its an unrealistic behavior. That's actually how most firefights take place.

So sniping usually happens with pistols and rifles in real life? Okay, then.
Never mind that preternatural awareness isn't exactly 'fun' or even 'good' AI for a video game, but maybe that has no bearing on this conversation, because Real Life (TM), etc.

I have a hard time calling the AI in the Crytek games good. There's a world of difference between the long-range gun battles of Operation Flashpoint/ArmA and the "shot with an unscoped hitscan rifle from a mile away while completely concealed in a bush" of Far Cry.

Oh, I know. And I do quite enjoy that gameplay. I'd just hesitate to call it 'good' AI. Realistic and challenging, but I think there are other more important factors for me in calling an AI 'good'.
