Is it interesting okay, i.e. mediocre gameplay but interesting in terms of its setting, aesthetic, tone or themes? Or is it OKAY on all levels?

The first one. I like that the combat is focused around old weapons like blunderbusses and whatnot that reload slowly. But IIRC the gameplay was overall quite mediocre. The creepy vibes and (for its time) cool black and white aesthetic elevated it a bit.

I played the first Train Valley recently and it got super stressful super quick and I quit it like the little pansy that I am :(

I played through Train Valley and liked it enough to make a timelapse montage for it. With Johnny Cash singin a train song, natch.
