Pre-TDS, his mech-eye's iris was green (more blue-green in TDP/Gold), set in unpainted and seamed bronze with screws to hold it together. The pupil, on the other hand, didn't
glow at all until TDS, and it was a normal-looking eye in every way, but for that green glow coming through the pupil and obscuring what it looks like.

Garrett's mechanical eye's iris was always somewhat patina green, but it was made to glow sometime in the development of TDS, probably in the later stages where they removed the original Thiefy outfit that we see in the pre-rendered cutscenes and replaced it with the t-shirt, armor and ornaments -outift. Garrett's eye doesn't glow green in those cutscenes. In fact the only times in the history of the series that Garrett's eye does glow is in TDS, and only ingame, and only when playing in 3rd person. I think it's safe to say that the glowing isn't canon at all, but it's just a visual gameplay gimmick to help 3rd person mode users to see the character in low-light conditions. The same thing as with Sam Fisher's nightvision goggles in SC.
