I thought it was universally acclaimed as being pants-wettingly creepy.
I've never played it. :(

Robbing the Cradle from Thief 3. (Yeah, I know that's going to get me lynched.)
Not really, as that's something I honestly consider more of a headtrip than Afraid of Monsters (despite not being quite as scary... if only just.)

I wouldn't see why. The Cradle was the highpoint of the game. Still scares the crap out of me whenever I play it, even though I know everything that happens.

I think it's a combination of two things: 1) nothing, not even the best narrative piece, will affect everyone the same way, so the Cradle didn't particularly scare some people, and 2) lots of people were disappointed in Thief 3. If you find someone who's in both of these groups, they may tend to say that the Cradle was overrated, that there wasn't anything scary about it etc. etc.

The Cradle gives proper creeps. 1st time I've ever jumped at my in-game shadow.
The spookiness is all in your head though, as it always is with the best headmesses.
Penumbra, though I've only played a little, has been pretty freaky.
The problem with headmesses is that it never stays a complete secret. Even if you don't know the mechanic you hear about scary or freaky bits in games on sites like this (this thead even) or reviews. Lots of headmesses need you fresh to have full impact.

The Cradle's pretty scary, but it's basically just a rehash of Return to the Cathedral from the first game, complete with gigantic multi-part fetch quest for a ghost.
