garret might also be a little cutup about viktorias death cause he might have felt responsible. Since he did not want to go along with her plan and was there too late to stop her death... Guilt might make him react a little anguished

In my view there is two options as far as Garrett and Victoria go.
1: Garrett feels nothing for Victoria, simply because it is way out of charachter. The writers of thief clearly have Garrett's charachter well thought out, and doing something like that ruinshis whole charachter
2: It is in charachter, and the game writers put there 'subtle' hints we pick up on, on purpose. His ''charachter'' could be a 'cynic and bastard' defense mechanism for keeping people at bay, as he is so emotionally inept, as people on this thread have already said. As a result, he ''likes'' Victoria as she is the only person who has really paid attention to him, so he puts down these barriers.
