Friendship and romance are types of love.
I agree with many of the posters on this thread. Garrett had no romantic interest in Viktoria. But he probably did love her...through friendship only.

I don't like to post a lot, but just a little note: I think most people should know by now that it's much harder to put the foundations of a friendship than fall in love. Especially between a man and a... woman.

Here's my effort to relight the Fires of Debate (and quell my desire to rave):
I don't think we can know everything about Garrett's persona; we are only playing a superficial 1st person role, we have no affect on his ideals. Reinterating, we cannot know EVERYTHING about our hero (or anti-hero); we simply cannot know everything he is thinking. We can only take his thoughts as they come, and they are very selective at that, barely unveiling any part of his intimate thoughts. You notice I'm still not leaning to sides, right? *exhales forcefully; right lung collapses* Alright, I'm done (for now).

Do we? Can we? Nah.
I mean, do we really know about him? My impression is rather the other way round. We don't know so much about what he's doing when he's not stealing but we know his way of thinking quite good.
His life is mostly hidden from us (and from his world, including even the keepers... partly). We do not know what happens between or before the games. And after, as Thief 4 will hopefully not feature Garrett as the main character, but that's another question. Neither we know of all happenings between the misions, at least in the first two parts. We don't know what he is doing in the nights when there is enough money to pay the landlord and get himself something to eat.
BUT we know what he thinks of. He tells us, in the briefings, in the missions. Even the mission goals show us his character (if you consider him to be expert). I think we know more about his thoughts and opinions than of his usual life.
Anyway, I don't get how exactly this fits into the Garrett-Viktoria debate. Concerning revival: Why? People said what they wanted to say, we know the opinions on it and - builder! - we even found some sort of conclusion. A discussion has to end somewhere and it usually does by itself.

I would have attended to it, but my internet connection went down for life a week and a half. Sorry for any inconvenience. Anyway, as I said before, thanks to everyone who responded. Wow... I just am about to begin writing a script, where I was going to have Garrett and Viktoria in a relationship. (for that fan Thief movie in the works) Personally, I think that there was romantic tension going on, and I do believe there was a relationship that was unmentioned. Now, as I'm sitting here with only a page done, I'm going "Is this a good idea?" now, seeing how many people dislike it (or is it simply disagreeing?). For any naysayers, is it just a matter of "I don't think there was, but if there was it wouldn't bug me" or "I hope there wasn't because I hate the idea"?

Did they have a relationship? The answer to that is not irrelevant. However what is much, much more relevant is the fact that this question must not be answered. To do so would be like painting lipstick onto the mona lisa.

Viktoria can use her femininity to distract and manipulate. She has some characteristics of a wood nymph. Unless Garrett completely gave up on women after the unknown outcome of his hopes for something from Basso's sister, and especially after letting his guard down around Viktoria the first time, he may still find himself lowering his guard. If she's using feminine wiles, and he's giving in--regardless of whether he likes her at all--it could be misconstrued by observers.
Ever since I saw that cutscene in TMA, when he meets her again, I've always believed (against the common grain, here), that he was manipulated again. I swear Stephen Russell's voice-work makes a strong suggestion that Garrett agreed unwillingly--not just hesitantly, or grudgingly. I cannot hear him say the line: "I...agreeee....", without hearing someone entranced. Yes, I know, that's just me. She's in her realm, where she draws strength, we see many forms of magic at work, including--possibly--the spilling of their blood onto the soil of the Maw.
Yet another idea is that it probably confused Garrett for Viktoria to cast away any vengeful feelings. Dyan and Larkspur also withheld vengeance. Garrett was rarely happy about Viktoria, and only after she sacrificed herself did he express any feelings that people believe might be love.
Garrett is clearly a loner through the first two games, and he's still independent in TDS, though less antisocial. Whether he ever falls in love or not, he's a bachelor through and through. Besides--and I know this isn't fair--most of us are going to find the idea of Garrett and Viktoria being more than grudgingly admiring, or even fond of each other, almost as :eww: as this:

Heh heh heh....:p And you will find out how people feel about Garrett committing vegiality when the old jokes start flying again.
