That's definitely Garrett. I think it sounds less like him as the video goes on because we're not used to hearing Stephen Russell yell and scream.

And he may be able to change his voice quite easily, he did voice benny and some of the hammerites
and someone already mention the voice of The Many.

I watched the trailer and immediately came here to make sure I wasn't crazy.
It's definitely him. It's harder to tell when he's yelling, but when he starts talking a little slower and lower, there's simply no way it could be anyone else.

Well, he has a rather distinctive voice...and yes, it is him. His speaking voice doesn't sound much like Garrett, so I think we're hearing something in between Garrett and his normal voice in this clip.

It's amazing how much some voice actors can vary their voices. I'm currently re-watching the original Futurama episodes, and while almost every John DiMaggio voice sounds very similar (though he does a pretty good job of imitating John Goodman's Robot Santa in one episode), Billy West has an amazing range of voices.
I don't think I recognised Stephen Russell in anything where he wasn't doing Garrett, so either he does a pretty good job or I am deaf. Or both.
(Incidentally, I keep thinking that John Marsden in Red Dead Redemption sounds like John DiMaggio, especially when he's skinning an animal he's killed. Makes it difficult not to imagine Bender doing these things...)

This seems like good news, if he's still in the business, he will most likely be reprising his role as Garrett in Thief 4!

In Thief he is one of the Hammerites, Karras, and the whimpy servant guy.
