The third book of the Azure Bonds series (I forget what it was called) gave a decent explanation of this problem. The heroine was wearing chainmail that exposed her cleavage somewhat. However, it was actually safer than full platemail because it was so heavily enchanted. Monsters would tend to stab at the exposed flesh and the magic would deflect their attack.
In this case though I suspect it's just marketing thinking that a hot chick on the cover = guaranteed sales.

That's why I hate this culture. We need more women making video games or at least we need to go smack that male-dominated gaming business in the face and let them know that video games aren't ONLY played by guys.

Yeah - if it's any consolence Lady Taffer - it seems the "impractically scantily clad character" is becoming more commonly male as it is female.
If we can see such pictures as more "art" than a depiction of "the ideal person/warrior" thing it's not so bad.
But its true - fantasy art has too long been plagued by unrealistically busty women in ridiculous clothing. But that's slowly changing, because that idea is getting a bit old.
Personally I like to see a bit more realistic "fantasy" depiction of what such a warrior woman would look like.
