I'm curious: Does Garrett actually utilize some sort of sorcery to render him quasi-invisible, or is he just really talented? (I'm not saying that he wouldn't be talented if he did possess magical powarz.)

It's never explicitly stated, but it's generally assumed that Garrett simply possesses the ability to blend into shadows as a natural talent - carefully honed by Keeper training and perfected by years of master burglaries. So no, I don't think Garrett has any magic about him, he's just a good "hider" in the same way as someone can be a good runner or a good marksman.

In the GameSpy interview with Garrett (Terri Brosius) he mentions that he had never access to any magic (that e.g. the Keepers use) and it might only seem magical to someone who doesn't understand what he's doing. That was before TDS, though, but if frobbing glyphs is doing magic per se seems a little questionable to me.

Yeah, I think Garrett is just really talented when it comes to hiding, just as he can pickpocket pretty much anyone (I said 'pretty much' ;) ) with ease. I can imagine someone living in the streets as a kid would propably get many opportunities to perfect these skills, not to mention Garrett's keeper training.
