These robots usually don't speak in Old English, although they are a parody of stereotypical British butler, so the line doesn't sound inappropriate. And, yes, it's probably a deliberate reference. Fallout series has always been known for abundance of references to all kinds of books, films, games, etc.

Local variant of minor vermin is called "radroach" and is a kind of, well, cockroach. I don't remember any "must have been radroaches" lines, though.
The only rats in Fallout 3 are called "molerats", they are the size of a large dog, and actually kind of cute when they aren't trying to kill you. There is one quest connected to them, and the (harmlessly) mad scientist who gives it to you is called Moira, but I guess that's a legitimate coincidence (doesn't look like she's ever had a husband).
