I didn't even know what a Garrote was until reading the Otori series by Lian Hearn, that's about a ninja. Sort of reminds me of Thief but set in Japan with a Star War-ish story.
But the name makes sense I suppose,but Palmer sounds like a merchant's name than anything else.

Fascinating! I've used the name Jarvis for years, and some of my friends have even come to refer to me by that name.
Well upon looking it up, it seems to be universally agreed upon to mean "spearman" or "spear servant". It has roots in the name Gervasius.
As is already mentioned, Garrett also means spear or "spear brave".

I always assumed that they chose the name Garrett because the sounds of the name fit the anti-hero's personality so well. It starts out with a Garrr, like a growl, then ends with a short, snippy 'et' which closes the name like a miser snaps shut a box full of pennies. Sort of describes his anti-social, too-clever-to-like-the-crowd personality. Palmer is a cute pun, but much too smooth for brooding Garrett. It's got an 'ah' in it, like a sigh of relief.

Oh yeah, looking in DromEd I'm reminded that some people assume "Garrett" is his last name because Constantine calls him "Mr. Garrett", even though no one else (except Rudyard) ever does, including Viktoria. Another tiny clue regarding how the devs. think about the names may be found in the final mission of TDP/Gold, the Maw of Chaos. In DromEd, the Trickster AI is labeled "MrCon".

I like your thinking, besides which, Palmer just makes me think of Michael Caine. Garrett would not look good with specks, even with his dodgy eye.
