judging by the builders' children and the watchers, the designs of which have been attributed to him, it's fair to say that the mechanical eye was of his own invention (though whether or not he had help isn't all that relevant.)
ultimately i would imagine he at least put it together, if not made the parts.

Just so it's understood that there are other inventions by other Mechanists, and that what is actually said is usually different than what we imagine. One of the things that makes the stories in Thief so cool is how the mind so readily accepts and fills in what was never really there, making the Thief Universe even bigger.:cool:
Just look at the Novice Keeper's Lexicon. It's full of misinformation, but no one questions it 'cause it feels right, though the game-files disagree. Let the canon speak for itself, all the rest is fanfic.

you also get lazer-lock use with the mechanical eye, so that way you don't have to manually lead your targets with the bow

To be honest, the scar could kind of be explained away.
Garrett's eye is rather cleanly plucked from his head, so that would offer no explaination. However, the gift of the mechanical eye could provide the explaination. In one of the cut scenes in T2, the one where he is reparing his eye and the keepers come to talk to him, the eye appears to have no way to actually interface with Garrett's head other than sitting in it. To me, it comes down to either a magical/psychic connection to the eye, something the hammers/mechanists probably wouldn't build into the eye, or an interface plate in Garrett's eye socket (like a contact plate connected to the optical nerve). If it's magical, then the scar is marketing, if an interface had to be put in, it would mean opening the eye socket by splitting the skin so that the interface could be installed.
... but then one ponders over whether or not the scouting orb connects by magic or bluetooth, and then the whole thing just falls apart.
