Heh heh. And those extra picks aren't lockpicks, but for picking the teeth! It's a little known fact that plumsies have an unusually tough skin, too.
Before Garrett could get his hands on proximity mines, if Garrett had gotten himself a blowpipe, he could've used some of those picks as darts, and sunk them into various surfaces, tied one end of the cord to them, and the other end to a mine, as a tripwire.

The coil could be a number of things. The most likely is a strong twine. As a master thief, it could be used to relock a door or window by looping around the catch, slipping the ends through the gap where the door/window joins the jamb or sill, and sliding the catch/latch into place and then removing the string by pulling one end.
Same with relocking a door that has a bar on the inside.
As a "rope" is it too thin. To attempt to use it to climb ,or descend, would cut your hands to ribbons. Even with gloves the diameter is such that you could get no real grip on it. Try it with a 1/8 in nylon line or a shoelace. You can't grip it unless you wrap it around your hand.
It could also be used to turn a key on the inside of a door to lock it from the outside while Garrett is in the hall.
Woven wire (which it would have to be to coil so loosely), was not a ready item in the mechanics of G's world. A 6 to 10 foot length of stiff coil of "baling" wire or even tempered wire would be pretty hard to use effectively. Soft wire would hold the "kinks" it would get in the coil. Tempered wire would be like a spring, and once uncoiled would be a semi-stiff length. You could not push with it. You might, and I say might, bend a hook at one end and then use it as a fish, but even that's a stretch.
String (waxed linen, silk, horsehair -stronger than either of the first- or even cotten), would be extremely useful.
The modern practice of putting stops on door jambs was not a likely practice, given the "era" Garrett supposedly worked in.

The "roll bag" or whatever you call it can be used to catch keys that stick in the lock on the other side of the door. Just shove it through the slit under the door, push out the key and pull both back to you again.

Probably not, actually - with all the tools in it, it's a bit too bulky, and G doesn't want the key clunking into the toolkit.
Like I said, though - I think that coil is waxed thread of some sort.
