All those people are displaced human beings. I would think some would have to flee The City, some could find employment through contacts and because of skills (bookkeeping, librarian, archivist, secretarial, informant, espionage, inspectors, maybe even mercenaries and assassins), some could become thieves, some could go to jail, and hopefully the children are taken care of.
