No, it means that the judgement of what can fall into the category of singing, or good singing, is decided by common consensus and not just by one person.
As mothra sort of said, some singers are not considered good because they can't reach or maintain specific notes. Are you applying this to Bjork?
I would argue that particular criticism is much less valid outside of classical singing. Especially since the invention of punk.
eg: with Bob Dylan it is the emotional quality rather than technical ability which is important.
If you don't like her songs then just say that. If you say she can't sing it implies it is not just a matter of personal taste.
I don't think that particular song was perfect but I thought it went pretty well. I curious as to what would have been better?

Being able to "reach and maintain specific notes"(i.e. what is pretty much the very fucking definition of "singing")is
definitely a useful skill to have when you're a singer.

Oh, I know, I'm just an old-fashioned twat who believes singers should be able to sing and not whine, painters should be able to draw and not just dip cocks in paint and slap them on the canvas and call it art, and if we can also have bus drivers who actually have bus driving licenses, well that would be just awesome.
By the way, I am cerainly not an expert on punk, but in my life I heard Green Day, The Offspring, Sex Pistols and probably even Ramones and I don't remember any of their vocalists having some kind of Music Tempo And Tone Disorder. So if you could tell me just what is so avant-garde about this particular genre when it comes to singing...

Well, if you're willing to stretch the definition of punk a little (or include proto-punk or whatever), there's always Nico. :)
I think a real answer would be "put it into historical perspective". Compare the vocals on a Stooges/MC5/Ramones track to what existed at the time. Or hell, look at late 40's/early 50's rock music compared to what existed at the time. Pretty much every time a new style of music comes along, mainstream or youth-culture or otherwise, there's someone somewhere who says "wtf, this isn't music".
