Rebalancing the game for a different number of players would require changing enemies' health, behaviors, and numbers. The levels would have to be redesigned as well so they wouldn't seem empty and boring with a lower number of enemies, and simply to make it easier to get to your partner and save him from a special zombie.
The AI director would also have to be changed to accommodate a different number of players.
Yes, it would be nice if you could play with a different number of players. But the developers made a choice at what type of game they wanted to make, and didn't spend time making anything else that would just add time and cost to the development. If they didn't spend a lot of time on other 'modes,' they would be sub-par, and not representative of the quality they were aiming at with the 4 person mode.

As it is ANYWAY, it's often a case of "ok, we just killed a smoker, so next up will be a boomer. Then a hunter, and the cycle will continue." The bits where you get combinations of the bastards, however, are where it gets really interesting.
