I'm talking about a ledger lower than a normal step, it seems to be a problem of the game. I simply get stuck and either have to jump causing a lot of noise or back out rise and walk over.

Yes there are some smaller ledges that cause problems. They are too low to mantle but too high to walk over. Those can be really hard to deal with in an area where you will be caught if you jump. I'm not sure of a good solution.
