Yes, unfortunately. The only way to get a blur effect (to get rid of all the flickering from jagged edges on objects, buildings) is to press "p" this will blur the whole image a little. It was better handled on the 360 since it was only used to blur things in the distance (and here's where AA/blur is really needed)..
A screenshot of GTA IV (PC) might look pretty good, but in motion with all those jaggies on objects that will flicker like hell all over the screen - doesnt look good and is higly irritating. I'm very spoiled with using AA to get rid of that :/

Assasin's Creed, Bioshock, GRID, etc. all run pretty good on my machine at highest possible settings in 1024x768.
GTA stutters at 800X600, everything turned down to minimum, and looks complete shit.
I give up.

Well my preorder hasn't arrived yet so I don't have to deal with any of this shit and can just carry on playing stalker with a load of new mods which make the game look awesome. I don't really want the game to arrive any more.

I read somewhere that GTA IV is heavily CPU intensive and not so much of a GPU intensive. I wonder if it is true. Anyone with a Quad core running at higher resolution has success stories to share? I will have - after my Steam version completes it's download (and provided I manage to install successfully :D :D )

Okay, I got this off of Steam, and while it is completely confusing, you can play the game without signing up for Rockstar's stupid club (although it does need to install), and you can set up an offline Live account, which didn't require that I go to any website and set up an account. I just make up a user name, and it works.
As for performance - it's crap. I have a GTX260, an Intel Core2Quad, and 8GB of RAM, and it runs well enough - except for the random split-second hiccups, the long loading screens, and the four game ending crashes that have happened in two hours of play. Oh, and the shadows are set near the bottom, as is the draw distance, and the average FPS is 36.
