How do you define running well? I also have an E8400 and GTX260 and, with the textures down to medium and the view distance at 20 something I usually get 20-30fps. It's playable but mild jerkiness can be a problem when handling the cars while trying to pelt it between two lanes of traffic without crashing.
It's playable but disappointing considering that the graphics are pretty unspectacular.

I haven't looked at the FPS, but my gut feeling tells me that I've got more than 20-30 FPS. (I think the benchmark was actually around 45-55 FPS, but I did up some of the options.) Probably the OC to ~4GHz helps, as does having a second gen GTX 260 - but some of this also seems to be down to individual hardware combinations. Do you play under Vista?

So is the PC version a total flop? I don't have a console and I wouldn't mind checking this game out. Will a Quad 9300 with a 9800 GT and 8 gigs of RAM be enough to run it on medium or will the framerate be so slow it gives me motion sickness?

The Quad should be enough but the 9800GT probably falls short if you want to play with a decent view distance and the game is ugly as hell if you don't. I suppose you probably want at least one and a half gigs of video memory if you want to play the game at high settings with good fps. Problem with playing without ridiculous hardware is that fps can vary a lot dependant on the time of day, the weather and where you are in the city so what might be playable at one point can be infuriating a few minutes later because the sun came up. It's possible that it would run better for you with quad core but I certainly wouldn't count on being happy with the way it runs unless you don't mind cranking down the graphics.
It's a good game but if you're not dying to play it, I'd probably leave it a few years until you've got a new computer and there's a chance they might've released a budget version which isn't a rats arse to install and doesn't require you to run rockstar social club before playing (which runs at boot by default).

Is it true that in GTA 4 they finally implemented my #1 beef w/the previous games? Do you now have to enter the pay 'n' spray w/out a cop on you ass? I hated how they could be 5 feet behind you and you could lose all stars.

I actually managed to get through the game without really using the pay n sprays at all. I can't remember, can you just use them once you break the line of sight, or you have to get out the search zone?
