This thread needs some Shonen Knife, Half Japanese, & Daniel Johnston.
(Edit: "Mediocre" only in terms of musicality and actually knowing how to sing & play an instrument. But these songs are brilliant and transcend music. The lyrics make them great.)

His songs usually are best when they're sung by other people. I especially like the coveralbum "Dead Dog's Eyeball" by Kathy McCarty.
