Anyone know what the green liquid is that seems to power the mechanical eyes of the Builder's children, cameras, and Garrett's eye? It's in several cutscenes, and Garrett at one point is refilling his eye with it. Is this Karrass' secret? A magic green liquid that can make anything see?

im not sure about the liquid, but the lenses are made of adonizzio(?) crystal, which is very rare and valuable.

Garrett says that the
lenses--ground from rare Addonizio crystal--are magic:
"...[Noah] Jerm makes those magic lenses." Garrett sounds like he knows a thing or two about it, and he
does have those design specifications.
Obviously, we can only speculate.
This is just my opinion, but I like to think that the fluid is a kind of oil. I like to believe the oil might be used to replace the air in the space between the lens and the light-sensitive material we also don't know anything about. Where I get the idea is from the use of oil in "oil immersion lenses."

That oil diagram makes sense, cool. I always wondered about non-Pagan use of magic. Seems a bit hypocritical for the Hammers and Mechanists to use magic to me.

Well supposedly theirs comes from the builder or something, or maybe it's all the same magic and they're just forcing it into hammer/gear shapes through will. Or maybe the whole reason is that an attack that has a projectile that looks like a hammer with a magic halo and sparks was reasonably diverse from the rest and cool-looking to be put in.
