See above. It just wasn't what I typically expect when I think of Half-Life 2 or one of its premier mods. Like I said, it is early. I hope it improves or was simply an unfortunate place to show it off.

I think Minerva's comment to you- that she thought you were alone but you now have company- suggests that it's a sudden arrival/attack by the Combine. And anyway I see nothing wrong with the combat.

No, Metastasis was finished, but it was only the first part of the story. (Or second, if you count Someplace Else.) He was working on City 44 when he was hired, and apparently kept working on it in his spare time.
