I came here looking for help with the dynamite and I see I'm not the only one having issues with scripts. I did try manually adding nvscript.osm but that didn't help. I see there's a new version of the mission so I'm going to try that.
I've looked everywhere I can with flares and haven't found the dynamite but I did find a piece of wall that was broken down behind a bookcase in the library with a button. Unfortunately I've had a tough time getting out of there. Getting in was hard as it was, but leaving was impossible so I had to reload my save and forget about that spot.
I see CMD has has a hint for the dynamite. Thanks!
I also have to say that it took me a few times trying the mission until I realize there was a lit hallway to my right. I was stuck in the beginning area and happened to swivel my view in that direction while walking back to the start area and saw the lit hallway.

@cardia1: Read CMD's post. You'll need a key if I remember correctly to get into the room where the dynamite is.
@hawk: The grappling hook isn't near the rubble. You have to go find the grappling hook then come back and use it to get up to the room. The grappling hook you can find in a separate room to the library. There are maze-like hallways with hanging lights which you can access from the library. You'll find the grappling hook in a tool chest I believe.

Also, you will need the grappling hood later in the mission but you don't really need it in the library. You can just run and jump onto the bookshelves and from there to the upper rooms.

I think I had tried that and it didn't work for me, so I used the grappling hook.

Oh, he's saying the rope from the grapple hook. Like I said, there is no rope there. You have to use the grapple hook to get up.
