Halo 2 was the best of the three for legendary. The only part of the entire thing that I gave up on for being utter shit in its cheapness was REGRET (the boss fight at the end of that stage), but I made it thru the rest and had a blast playing.

Legendary is the worst mode. It doesn't require legendary skill, just legendary patience.

A lot of the later levels were boring and felt like a chore. Especially the ones where you played as the Arbiter and the ones aboard the Covenant mothership (Truth and Reconciliation? Halo 1 is a bonafide classic, IMO. I replay it yearly, although I haven't touched the Xbox original in years. Aside from a lot of copy-pasted design in later levels, it continues to a great no non-sense FPS. The enemy AI on Heroic and Legendary difficulties is still great, the combat is still highly strategic and I still feel that same sense of magic all of these years later from when I first played through it on Xbox 1.
Halo 3 was huge improvement over Halo 2, with some very Halo 1-esque levels. I only had any fun whilst playing online co-op. But it's still quite average at best and totally lacking in the magic that Halo 1 has. You could totally feel that Bungie's heart wasn't into it whilst playing Halo 3. The story was just as lacking as Halo 2, but I honestly only played Halo 3 for closure and the online co-op (a feature that Halo 2 should've had, FFS).

Truth and Reconciliation was a stage from the first game, I think you might mean High Charity? The stage was called Gravemind I think, although you visit it twice in typical Bungie fashion (I have no idea why the fuck they love backtracking so much). It was a city, actually, not that it really matters. I also liked the Arbiter levels quite a bit because of the stealth ability and how I would typically skip a good 70% of the levels that way, although no one seems to agree with me on those (not sure why fighting the flood became such a chore in two and three even though it was so fantastic in the first).
I also thought that the plot of the second one was the best. Halo 1 had a decent plot, but Bungie really stepped it up in the second one. Although the chief side of the story was pretty meh, where it shined was the whole Arbiter side with the prophets and the covenant. Very intriguing, although it's a shame that in the third one they turned it into a shit revenge story.

The only reason Halo is hated is because millions of people love it, emo thing, I AM NOT THE MASSES. I suggest collecting 19th century oceanic art, not many people do that and it's gorgeous.
