No - cullen skink is made with Finnan Haddie which is usually bought as pieces of fish with skin on one side. The fish needs further cooking.

Arbroath Smokies are smoked differently and are sold whole, skin-on all over, fully cooked, in pairs.

Although it's the same fish (haddock) the two smoking methods give them distinctive tastes.

Ah, well I was confused because the cullen skink recipe I've seen calls for Abroath Smokies. :D Either way, it sounds good.
