How the heck do you do it? In a FAQ it said to pull then Coal Dispenser, then the Steam Release, and then finally the Halting Mechanism, I've done it at least five times already, and nothing happens.

The mage on the upper level at the basement will reset the machine. You need to take him out.
You also must have all the objectives finished before it will let you finish the mission. Even if you set the machines. Garrett will say "I think I forgot something", or words to that effect.

I've already cleared the entire area of all Hammerites.
And yes, I have checked my objectives list. All other objectives are completed.
And when I pull the Stopping Mechanism Garrett says something along the lines of "It's not enough, I need some stronger to stop this thing" - something like that.

Never mind guys. After much deep thinking and combinations I have identified the problem to be with the Steam Release. I didn't know that the Steam Release must be OFF rather then on, and the steam must cease from flowing. Mission complete.
