If it has anything to do with the pack I can always uninstall it and if not reinstall it or if it does figure a way for it to work.

In my memory sometimes the guy has loot and sometimes he doesn't. But what does it matter anyway? There is plenty of loot to be found in the city for taffers like us. :)

He doesn't have loot everytime. Just like theres a back pouch that shows up randomly. You have to remember that the walkthru was written during one specific play through. Certain things will never be the same every time. Besides to my knowledge there is no way to know you have all the loot in city areas. Only the missions have a percentage tracker. So forget it and have fun. :thumb:

If you scare people on the streets, they'll run and disappear, and new people will be spawned. They'll have a chance to be loaded with loot.
However, you can't farm these people endlessly. After a while, the new ones won't have any loot anymore. :(

You really, really don't need guides to get through Thief 3 (unless you have an actual glitch). Some random citizen on the street not having loot isn't much of a glitch when, guards and story encounters aside, everyone is simply tossed onto the streets randomly, with random loot.

It's been a long while since I've played Thief 3, but I do recall people just vanishing around corners. Which leads me to believe everyone in The City is actually a Keeper, able to disappear into the shadows at will (not Keeper Assassin's though).

Just keep in mind he's OCD about having to use a walkthrough, and cannot be bothered by collections of random possibility no matter how real and unavoidable. He insists that it's entirely possible to write a walthrough that covers all the possibilities he will encounter on his particular playthrough, and that such a prophetic walkthrough has been written--and we're keeping it from him. Just keep it mind, folks.
