I found the Water Control office door and I didn't have any trouble with it. It just picks open. Maybe we're not talking about the same place. There's an archway directly across from the front of the church. If you walk through it, the door to the Water Control office is on your right. You can pick it open, then go in and to the left, through another door and you're in a small courtyard. Go across to the other door, pick it open and inside there's a small cupboard you can pick open. In it, you'll find 2 keys and one of them is the sewer hatch key. :)

I just started playing this mission and I *adore* that scroll! I don't know if it's posted elsewhere, but it's code. Here's the solution:
[SPOILER]The gems you seek are hidden in the sewers they were taken by the butler. The solution is: For each group of four, assign 1-4-2-3 in order. Then re-order the letters so that they are 1-2-3-4. The final two letters remain the same. Then read backwards. There is one error: the grouping "ewew" should be "ewre". The whole thing is very clever![/SPOILER]
And now, a question: I've thoroughly raided the post office.
[SPOILER]I came in the back way, up the vine, onto a rope arrow and into the window. Had to smash open the door between the head office and the rest of the place. I haven't been able to find any key to the safes in the vault - is it somewhere else in the mission?[/SPOILER]

This FM is an architectural nightmare, plus it's noisy with rain...but that's not my problem.
I haven't found Percival's Gem collection, but I think I know where it is. The room with the combo is my best guess. Now, I thought I had the combination from a letter found in the post office[SPOILER]1423[/SPOILER] but that doesn't open anything. Even after pressing the very weirdly placed button.
So, I really don't know what to do from here. Shall I go back to that small lawn with the creepy vine you can climb and look inside a window. I tried countless times to jump in but end up killing myself. Every jump pushes me away from the window ledge and down to my death. Is that a crucial part of the FM ? [Not my plummeting death, but accessing that window :)]
What about that golden skull. Does it do anything? It has no loot value but sure is secretly placed suggesting some kind of meaning.
Finally, I don't recall any other query regarding this FM, and I've been logging on since, I dunno,last winter?? Has everybody else whipped through this one without hassles. Boy, do I feel stupid. I think I'll go back and do The Enterprise after this, just to regain some confidence.

I knew i had seen a post on this recently! rest assured, you are not the only one to have problems with this mission, it is pretty hard, but still one of my all time favorites. I really loved the rain! ( to each his own i guess).

Thanks for the link....nice to know someone has close to the same problems I have. But I had no difficulty opening the underwater chest.
So 1423 IS the correct combo. I went back to that room and closely examined the roof, but saw nothing other than a hole. Where is the button that triggers the apparent elevator to lower? I assume the one in the water is to raise it back up.
I got through that window with the vine, but only after someone mentioned that you have to use a rope arrow as well. No matter. I cased the Post Office already.
The gems are in the sewers ?? I thought I covered that area. Then what would be up that elevator keyed into the combo. Oh well...I'll keep investigating whilst waiting for a reply.

OK...that was quick. I found the tiny little miniscule button on the roof, and after 7 attempts, i hit it with an arrow to bring the elevator down. In the process I alerted everyone in the vicinity who are now huddled around the elevator taking pot shots at me. The trip up only told me what I already knew. But the objective is crossed off now. Does this mean the level is over? Or can I still pick up the gems.
