I had the same problem in Mournhold (Tribunal) just in the a certain area 3 guards would always attack me...I could kill them and no other guards would try and attack me but the same three would respawn and try to kill me again.
Course that certain char was really messed up, I had used codes for him and he had around 1mil + health/mana/stam...or whatever its all called. With all stats about 10, 000 plus. And God Mode for whatever reason :).
So I had to restart and make a non-cheated toon. Which I like a bit more anyway...
Back to Topic...I really have no idea but some Guards are just buggy. If I were u I would just use spells to slow them and just run away...

hit them with a destroy strength spell a few times and they will just be stuck to the spot unable to do anything. I don't think this effect goes away...I might be wrong though.

He's on xbox, a damage strength spell would be perminant, but I am pretty sure you can't get those. I'm not sure if it would work but if you use drain strength then leave before it runs out then sometimes is bugs and makes it perminant.

You can get destroy strength, as I used them a lot in the game.. Can't remember where from though.

And just so you know, I cast disintergrate weapon and disintergrate armour on all the gaurds in balmora so they chase me with no armour and try to beat me up with their fists. It wasn't to prevent them from doing me damage...it was just fun.

And just so you know, I tried the alchemy trick where you make ever more powerful potions of Fortify Intelligence to get an insane 6 figure intelligence, and then made a potion of Fortify Luck that gave me a luck of around 3500 for almost a full day. Then I went around Balmora and socked everyone on the nose with my bare fist to get them aggravated and chasing me. I had the entire outdoor population of Balmora plus guards trying to do injury on my persons. However, being the incredibly lucky guy that I was, they had no chance of hitting me. I just stood there with them all circled around, and the only thing I could hear, besides their usual "you will suffer greatly" type of taunts, was the sound of their fists and swords slashing through nothing but air. :cheeky:
