I'd put the sheriff(s) either on a step with the low noblemen or between minor and major nobles, simply because a sheriff usually came from a better standing (most were noble themselves) and because they can within their jurisdiction give orders even to nobles. (Within the city probably the only one the Sheriff didn't order around would be the Baron).
re: Pagans and their part in society
A a group, I would put them somewhere around the thieves and beggars, since they are hunted by guards and hammers as much as the "normal criminals".
There may be individual pagans who have a higher social standing but those people would present a different face to the public. They would be "normal" nobles, merchants etc but with their pagan beliefs and culture.

You have Hammerite novices and senior Hammerites, but no ordinary Hammerites, e.g. Hammerite guards, lesser priests...
