As far as horizontal (or vertical for that matter) lines go, a really nice, easy way to do that is to make a small graphic of a black and white line (10x2 or so), then select that, and set it as the fill pattern. (Edit->Define Pattern) Then select the area you want the lines in, do Edit->Fill, choose the pattern you just set, and set the opacity to 50% or whatever you like. You have a lot more control over the thickness and shape of your lines this way.

They don't want people inlining images, so they return a 404 for any request referred from another server. It's an inappropriate way to handle it, but that's what they're doing.
