It hasn't been stated at all who the protagonist is. We assume it's Garrett from unlabeled, blurry images, and hopes for a return of Stephen Russell.
Garrett's story isn't over. The story of the corrupted Factions is over. Garrett finally got what he always wanted, and I think now that he's without forewarning and without allies using that foreknowledge to know where he is and rescue him from certain doom, he is more vulnerable than ever. He got what he always wanted, and now's the perfect time to demonstrate how one should be careful what they wish for, 'cause one might get it. There are loose threads never tied up that can come to the fore, without rehashing the Faction themes of corruption and correction. The future is Unwritten, and it could be the worst thing Garrett's experienced this side of death.
T4 should either stick to established canon or utterly reject the established canon. Anything else is alternate universe territory, AAA fan-mission territory, and will create needless confusion and defy reasonable expectation. Any character living in the timeline of the established canon would not have Garrett's preternatural skills or Keeper training, and it would not make any sense for that character to be better than Garrett, as EM is unlikely to pull punches, while Garrett himself could fit naturally into the feel of the new tech.

My issue with not having G is that he can hide so well because of who he is. Another thief wouldn't be able to do this.
And I'd rather a sequel, reboot or Tales of than a new protagonist out a prequel. Doing DXHR just wouldn't work.

I agree that there are plenty of things to keep Garrett occupied, but I'd also be quite happy to play as an ex-Keeper trying to make his way in the world. Such a character could be almost as good at sneaking as Garrett, but not quite. That would make the gameplay more challenging for us without buggering up the continuity.

A corrupt Keeper, hidden from the Council and students of Prophecy. Obviously the toolset wouldn't be the same, nor the interaction with the world, nor the end goals. A real Keeper who's accepted Glyphs would have that at his/her disposal, and of course, could not have anything to do with the shaping of major events, or the Books would've mentioned him/her in some way. Keepers acquire artifacts for study, and that could be a source of plot-moving and path-opening. I'd expect, though none of this is absolute, that how the Keeper acquires knowledge would be fundamentally different, more hardcore Keeper-style, as to give us insight into what Garrett may have become if he hadn't been The One, and hadn't been trying to reject a lot of Keeper ways. Certainly the priorities should be significantly different to make it intriguing, and not just Not-Garrett.

The Dark Side of the glyphs, a real anti-hero. Love it. Mix in a dark romance and it's a winner.

So who exactly would be a credible antagonist for Garrett at this point? He's already defeated a cult leader with killer robots, an entire secret society with telepathic assassins, an ancient demon-creature, and even a god. What could he possibly face in a new story that wouldn't be terribly anti-climactic?
