I've tried many times to edit the size in the USER.CFG file but it doesn't work.
The configuration for the size is this

edit_screen_size 800,600
;edit_screen_size 1024,768
;edit_screen_size 1280,1024
What do I do to get it to a smaller size?

You might have to adjust your desktop settings for a ratio. Looks like the semi-colon is unchecked, so your resolution of your dromed window should be 800x600, so adjust your desktop to one size larger, then you should be able to see the bottom and sides of the dromed window.
Make sure that:edit_screen_depth 16, under Dromed Window Depth.
