Well, I think part of the reason the undead were so scary in Thief was that you never expected it. It didn't happen all the time...just occasionally. I never knew what would happen, when there would be undead, it would always catch me by surprise.

Cragscleft and the Bonehoard were like proving grounds (training, really), and prepared the player (if they could stand it) for what was to come.

I definitely agree that they really need to be treated in a way like creatures. They need to have unique characteristics and responses to things, and I think it should definitely feel to the player as if they are poking a lion with a stick. I.E., you can fuck with it if you really want to, and you can learn how it's going to react and eventually you should be able to take advantage of it but there should be that level of unpredictability to keep us on edge.
It shouldn't be as easy as running in circles though, no doubt.

What makes any tense situation doesn't fundamentally depend on the type of AIs, as much as what it takes to get by them unseen. If any AI gets too close so you find yourself holding your breath, and you really feel threatened, then the type of AI just adds something more to that, changing the flavor and threat level.

I'm not sure if this is plausible but, it would be pretty awesome to have people you kill in haunted areas come back to life as undead. It would be quite freaky to see the Hammerite you just killed turn into a Haunt before your eyes!
