All you need is notepad to open .mtl files. They're just text.
But you are really trying to unscramble eggs. Yes, I know that they are working on a way to do just that, but my point is that while you can take a high resolution texture and easily make it lower resolution, there is no good way to take a low resolution texture and make it high resolution. You really have to create the higher resolution texture from scratch. Use the low resolution LGS texture as a guide and for color / hue / brightness. But that's all it is really good for. Details you have to add manually.

Those are just texture files. There's a plugin for PSP to let you read and write them. IIRC you are using PSP, yes? I believe it is on an AMD website.

There is also a DDS plugin for Photoshop, if you're using that instead.
While I'm here, I'll just echo Yandros and LarryG, the only good way to make a texture hi-res is to make a hi-res texture. It can be time consuming to create one from scratch, but there really is no other way that works. Also, if you decide to do this, make sure your image dimensions are always multiples of two (16, 32, 64, 128, 256, 512, 1024, 2048, etc.).

Yeah, that's pretty much my course at this point. Though finding a good replacement for bluestone is a bit tough, none of the brickwork on any of the buildings around here is much of a match. Ah well, at least I'll have some idea what I'm doing when I find it!

Paint.net also reads .DDS files. I use that program to convert other formats to .DDS.

I believe that there already is a high res version of bluestone in the texture pack that NV collected / moderated.
