I was using a program called FontCreator for my ConLang.
There was a learning curve, but I don't know if it could have been easier given the task.
And since I never tried anything else I'm not even sure if it's better or worse than the alternatives.
It was sort of a fun exercise though. I was making a kind of hybrid style of glyphs that were like Chinese characters in a Hebrew calligraphic style (given that the grammar was also a similar kind of hybrid).

It's not an extension. It's a feature of every version of Inkscape greater than 0.47. Text -> SVG Font Editor.
