So I tend to play my games with the soundtrack off, as I find music to be instrusive to the type of immersive gameplay that I like.
As I was playing through the Hong Kong area, I went into that nightclub (the name escapes me) and all these NPCs were swaying around in a weird way. It took me a little while to figure out they were dancing to music that I'd turned off.
This happened in Paris, though of course I wasn't confused this time.

In other words, I think that, even though I'd turned down the music, music should have been playing in the nightclubs since it was a part of the world and not a soundtrack.

Hmm.. I can see why you'd say that, but try it on the flipside; I turn music down low because my hearing's not great and I want to hear voices better. If I enter there and the club's music volume is the same as the voice/sfx volume, I can't hear worth squat.

They dance exactly the same of course, whether the music is on or not, but the cognitive dissonance of going into the Lucky Money club (thanks moocow) and seeing all these NPC's swaying oddly about gave me an interesting few minutes.

Could they program game soundtrack to auto-fade when you near in-game music sources and auto-up when you leave or is this too hard?

A couple clips from my pistol usually makes them dance more lively.
