The older and simpler the engine and graphics, the cheaper and quicker it is to produce the game. Better to have a fan-game in the Quake engine than a single half-finished level of an aborted mod in the Crysis engine.

I'm not so sure about that. Is getting new models into Quake 1 easier than it used to be? I remember it being pretty complex. They're also so low poly you have to do a lot more vertex level editing, and the animations are frame based instead of bones based so there's pretty severe limitations other than processor power.
This may all have changed, I dunno. Making large open spaces in Q1 is still probably pretty hard. It's not designed for it and I'd wager still retively easy to reduce the frame rate to a slide show if you get it wrong, even with a modern beast.
Just the fact that there's Quake 2 right next door and just as free, and it's that much better in the above areas, makes me think he's doing it on purpose for torturous novelty of it. There was thing about graphics downgrade remakes last year wasn't there? I think he's getting in on that. Why, I have no idea.

I was gonna say it was for the PSP angle, but then I imagine that could run Quake 2 as well? So yeah, not sure.

Well, if it were me, I would make it with the Quake 3 engine. The models look a hell-of-a-lot better than the earlier Quake games. Also, you've got a built-in server browser and even easier mod/resource management. PK3 files are basically ZIPs, where-as PAKs can be a pain in the ass to work with.
Then again, the Doom 3 source should be released relatively soon, unless id's new owner shafts us by preventing the code release.
Also, for outdoor areas, there is always the engine that Sauerbraten uses. It has individual blades of grass and real-time water refractions/reflections. The editor is awesome because it is built in the game and usable at any time.
