Did the makers of this game edit out Garrett's Cloak? alot of NPC's in the game say something about a cloak, yet he isn't wearing one...and if you look in the beginning movie, you can see he is wearing one as well...so, does anyone know what the hell is going on?

Why would Garrett want to wear a cloak in the first place as it would only get in the way.

In the movie, it was raining out, he was outside.
Looked mostly like a smash and grab type of mission in the movie, and there was only one guard we saw, so he didn't have to take it off.
Most of the missions, Garrett has to navigate through a lot of areas, some of which have sleeping people. Those said people have a lot of crap that isn't valuable, and any type of disturbance could alert them. A cloak could easily snag on something, making it fall, and waking up those individuals. Hence, no cloak.
I bet Garrett hangs up the cloak as soon as he accesses a building. He probably goes through a lot of them, seeing he usually exits from a different location, and doesn't get a chance to pick it up before he leaves.
What he should do is put it on the marble flooring, so that he doesn't have to go through so many moss arrows or creep along quietly. Then he could reuse it, still be quiet, and we'd still see the cloak throughout the game.
So, yeah...that's my take.

Obviously, Garrett stuffs his cloak into his bag of holding at the beginning of each mission. Then he whips it out and goes all mysterious again right before the cutscene.

No, but I thought it would be cool to have that part of his sound when he jumped or ran, in addition to, or instead of just hearing the feet hit the pavement. Would have been more realistic, but maybe also more trouble to put in sound-wise.
Should be a fan mission or part of a requirement:
"retrieve your cloak"
Or maybe someone got it for cash -
"look here Sheriff, I killed Garrett, but as I did, he fell off the side of the mountian,, hit the side of a castle turrent, bounced off some trees, fell on the side of a small river bank, was gnawed on by quite a few burricks, they spit him out into the small river which emptied into a lava pit, - but I was able to grab his cloak just before he fell! - now how abouts the reward money?................
