I'm for option 1, but instead of banning the offender from Commchat, you could hellban them, like they do in the SA forums, i.e. they can still post but their posts will be invisible to anyone but the moderators. I recall someone mentioning that it could be done in TTLG.

The problem isn't "trolling" or even "outright hostility."
The biggest blights on the forum are perfectly civil, yet consistently, steadfastly, stubbornly, humorlessly, eye-rollingly obtuse. key point being: humorlessly. Most posters straddle at least some line of being a) rational and informative (demagogue), b) pleasant to interact with (Dia), or at the very least c) wittily caustic (just about everyone else). But there are a select few who bring nothing to the table: shoot them out on the amphibian sluggs train.
I've just about given up, since any in-depth posts/threads I consider aren't worth it, since I know into exactly what morass they'll be dragged down. It's stopped being worth the effort, and even the zings have lost their fun when they're just shooting over the heads of the same 3-5 people over and over again.

Of the available options I think the troll hunting tag is the best, but if we're talking punishments, may I suggest wiki-fying trolls? i.e. Make it so everybody can edit the trolls posts except the troll.
I saw that done once over on Whitechapel, and it was incredibly effective.
