It's been mentioned but I think a subforum is a bad idea as it only further splits the community, and we already got a shitton of forums here at TTLG, half of which are pretty much dead.
The Karma / up/down vote system would work as far as marking shit posts... but then what? Lets be honest, besides the instant gratification of "Yea I should downvoted THAT asshole" or "hehe funny, +1" they dont have any tangible impact on anything. Unless you attach some sort of auto-temp ban mechanic. Or erase posts with too low score. Or maybe adjust the posts opacity / boldness with rating so good posts stand out more and shitty quite literally fade into oblivion.
Troll tag sounds interesting too. Someone mentioned SA and how there, the troll-tagged posts have different avatar and color scheme and in some cases are grayed out until you actually hover over them with your mouse, which I think can be an interesting way of pointing out the trollers. Especailly to new members who would see "ok that guy is just a dick cause hes a troll" rather than "the TTLGians are assholes im done bye."
And of course banning. But you mentioned perm-banning which I think would be also bad, cause it would only encourage multiple registers and duplicate accounts.
Lastly, I personally like a more lose idea of a [SRS] tag. Doesnt even need to be a special feature or plugin added to the board. If someone prefixes a thread with [SRS] simply be more strick in dispensing troll tag / banhammer than in non [SRS] threads. That's all. And those who start a thread can thus decide if its a more laid back "whatever we get" discussion, or a serious debate.

TL;DR
Troll Tag - good, especially with clear markings / graying posts out until mouse over:
Sub forum - bad, further splits community that is already small
Sluggs Train - bad if permanent (encourages multiple fake accounts), good if temp
Karma - bad as doesnt actually solve the problem in an of itself, but can be used in conjuction with other stuff (like a really low karma on a post gives you a Troll Tag, even lower a TempBan)
