You may not like its graphic style but it is by no means an "ugly" game. The animations, the level design, come on!

I don't think the game is atrocious-looking by any means. The developer was probably going for that Another World/Flashback art style-in particular, the flat-shaded (for the most part) characters and the detailed animation.

Actually, yes, there are. For example, against "slow" projectiles such as rockets, you can dodge them easily by ducking at the right time or even send them back to their owners with the right weapon. Common instant-hit weapons have also the habit of being highly inaccurate in the hands of enemies, lowering the chances of getting hurt badly.
And please, symplifying the gameplay? Allowing the gamer to shoot while jumping would actually be symplifying the gameplay. Right now, it forces the player to find alternatives to pure "Contra" style... even though it is still possible to play that way.
Anyway, your call.
